About the project

Compliance with the objectives of the EEA FM 2014-2021.

The project will contribute to the reduction of energy consumption, improve the environment and contribute to the creation of favourable conditions for the development of educational activities in the buildings. The project will help to align the quality of educational services, and teaching and accommodation conditions provided by the building stock, with those of more developed regions in the EEA. It will ensure compliance with EE regulations for all occupants of the buildings without distinction of gender, age or ethnicity, reducing social inequalities by providing a supportive and comfortable living environment. There will be an exchange of experience, knowledge and good practices at management and expert level between the Beneficiary and the Norwegian partner. The project is a prerequisite for establishing lasting ties between the Beneficiary and the 'donor country' partner, strengthening bilateral relations, cooperation in the development of ideas and implementation of future projects.

Horizontal principles of the EEA FM 2014-2021.

With the implementation of the project, a comfortable living environment will be achieved, which will allow kindergarten students and staff to concentrate on their daily activities and will be beneficial for the development of the children, thus placing them on an equal footing with their peers from the other countries in the European Economic Area, living and learning in comfortable living conditions. The team and the partner will participate in all phases of the project implementation, applying the following management principles, such as:

  • Ensure transparency - project procedures and information will be available to the public;
  • Ensure management responsibility - the interests of all stakeholders will be taken into account in the implementation of all project activities;
  • Ensure accountability - will provide information on the extent to which the project is achieving its objectives, how rationally budgeted funds have been used, what is the public impact of implementation;
  • Achieve consensus - good project management will take into account and reconcile different interests;
  • Effectiveness and efficiency of project activities.

The project contributes to the effectiveness and efficiency of the policies and programпеяs implemented by the Municipality of Plovdiv for energy efficiency and environmental protection, sustainable development, long-term economic growth, social cohesion and environmental protection. The selection of components for project implementation will take into account their competitive advantages, which include not only cost, but also their environmental friendliness and energy efficiency. Improving the energy efficiency of the buildings will contribute to improving the quality of services offered to the population and the overall energy efficiency of the municipality. The project contributes to sustainability in terms of reducing electricity, CO2, operation and maintenance costs. It increases the administrative capacity of the beneficiary by improving the qualification of experts, acquiring of new knowledge, skills, partnerships and use of new high technologies. The reduction of CO2 emissions will lead to achievement of the Beneficiary's goals for energy efficiency and environmental protections and will contribute to the implementation of these goals at national and European level. A comfortable living environment will be achieved for children in kindergartens, which will increase social cohesion and reduce inequality. The renovated buildings will help achieve the goals of a green, competitive and inclusive Europe. The implementation of the project will help the Bulgarian companies involved in the project implementation to secure the jobs of their personnel and will help to reduce the economic disparities between Bulgaria and the EEA countries.


Aims: Achieve energy and heat conservation, safe operation, protection of human health and life, reduction of greenhouse gas emissions, implementation of renewable energy generation and storage systems. Achieve energy efficiency class A+ for the three buildings and to reach close to zero consumption in the buildings. Increase the energy efficiency of the buildings of the Desislava, Edelweiss and Svetlina kindergartens, which will directly contribute to the reduction of final energy consumption and indirectly to the reduction of greenhouse gas emissions in Plovdiv Municipality.

The following will be achieved:

-reduction of the actual necessary energy costs by 71.19%, equivalent to 279 496 kWh/year of energy saved. Saved CO2 emissions 129.41t (k=1.18) /year in Desislava kindergarten;

- reduction of the actual necessary energy costs by 65.47 %, equivalent to 226 112 kWh/ year of energy saved. Saved CO2 emissions 2 90.61t (k=1.18) //year in Svetlina kindergarten;

- reduction of the actual necessary energy costs by 81.74 %, equivalent to 499 461 kWh/ year of energy saved. Saved CO2 emissions 209.65 t (k=1.18) //year in Edelweiss kindergarten.

Improving energy efficiency will have the additional effect of creating new jobs, competitiveness, energy security, and adapting the urban environment to expected climate change. 658 direct occupants, 329 women and 329 men, will benefit. An additional impact will be achieved by ensuring the cost-effective operation of the buildings, which will allow their management and maintenance to continue in a sustainable manner in order to provide better educational activities for the population. The quality of life in Plovdiv Municipality will improve. Energy efficiency in the municipality and development of its internal potential will be improved. Better conditions will be created, as well as opportunities for better quality services in the educational, cultural and social spheres. A partnership with a company from the donor countries will be created, the qualification of the experts from Plovdiv Municipality will be raised and lasting relations with the partner will be created in the future.
